BDP’s Victoria Square regeneration scheme scoops top planning prize

UK-based international architectural firm Building Design Partnership’s (BDP) Victoria Square regeneration scheme in Belfast, UK has won the RTPI Silver Jubilee Cup, the UK’s top planning prize.

The awards presentation for the Royal Town Planning Institute (RTPI) Planning Awards 2009 took place on February 4, 2010 at the London Hilton, making BDP the overall winner out of entries in 10 categories. The award recognizes the diversity of planning achievements, from large-scale spatial planning through to small scale environment enhancements and celebrates the contribution made by the planning profession to the quality of life throughout the UK.

Victoria Square, which opened in March 2008, is a landmark, retail-led, mixed use urban regeneration scheme in the center of Belfast. It comprises nearly 63,000 square meter of retail floor space on two covered streets, anchored by a flagship department store, and includes a multi-screen cinema, two-level food court, restaurant terrace, 106 apartments, two-level basement parking and a spectacular glass viewing dome which is visible from many parts of the city, an iconic image on Belfast’s skyline. Inside the dome there is a viewing platform, now a major visitor attraction.

Planning spanned ten years, from discussions on the early sketch proposals to a final ‘wrap up’ planning application, following completion of the project in 2008.The lengthy and complex planning process was characterized and ultimately enhanced by a partnership approach between the client, the Department for Social Development, BDP and DoE Planning Service including the wide spectrum of statutory consultants.

Kay Powell, chair of the judging panel for the RTPI 2009 Planning Awards said, “Clever planning has ensured that Victoria Square is far from being a straightforward retail-led development; it has become part of the city rather than just a mall, with every facet of the footprint of the development connecting directly onto the surrounding city streets, bringing life and vitality well into the evening and beyond.”
